Paul Turner is an Honours graduate from the School of Oriental and African Studies, University of London. He has a Masters degree in Information Systems and a PhD from the School of Informatics at City University, London. His doctoral research focused on the convergence and clash of European legal and regulatory regimes resulting from the challenges posed by the Internet and Electronic Commerce.

Previously, Paul was a Research Fellow at CRID (Computer, Telecommunications and Law Research Institute) in Belgium where he worked on European Commission projects in the field of electronic commerce, telecommunications and intellectual property rights. He has also worked as an independent information and telecommunications consultant in Europe, Editor of the London-based Telecommunications Regulation Review, and Research Manager for the Tasmanian Electronic Commerce Centre.
